I'm following the installation guide: https://linuxmint-installation-guide.re ... city-check

gpg --keyserver hkp://keyserver.ubuntu.com:80 --recv-key "27DE B156 44C6 B3CF 3BD7  D291 300F 846B A25B AE09"
gpg: keyserver receive failed: No route to host

I also tried:

I'm using macOS and GPG that was already installed in my system: gpg (GnuPG) 2.4.3
When that didn't work I tried a version from https://www.gnupg.org/download/index.html: gpg (GnuPG) 2.2.36

My firewall is off, and there are 2 content filters listed: Fortinet Content Filter and Falcon.
I haven't tried disabling the them, because this is a work computer.

I tried using / not using VPNs - everything produces the same GPG error.

Is there an alternative key server that has this Linux Mint signing key?
I tried:

hkp://pgp.mit.edu
ha.pool.sks-keyservers.net

But they all produce no data / server error for this key.

It seems your organization network is filtering hkp and hkps protocols. In such case it makes sense to provide a key as file as it is done on veracrypt.fr website. No harm done as you can check a fingerprint after import.
