The menu can be opened and closed, but i can't click any app in the menu.
This happens, when i open Virtualbox guest with e.g. Windows.
A click on the menu icon does not get the focus from the guest window, that is why hover or click not work.
Don't know if this is a bug and if it belongs to Cinnamon or Virtualbox.

That would appear to be something specific to your equipment.
I am using Mint 21.3 with VirtualBox 7.0.12.
Guests Mint 21.3, LMDE6, Windows 7, 10 & 11 work fine - although I had to update Guest Additions on all.
Windows 10 was a little slow & Windows 11 down to a crawl - despite having 12 GB of my RAM.
The Mint 21.3 host still had no issues opening LibreOffice with the remaining 4 GB..
