Feature Request: scrollbar configuration in Sys Settings

Since various theme makers have the mistaken impression that no one uses scrollbar arrows, and in various cases don't want scrollbars taht are wide enough to use, I thing there needs to be a separate configuration for scrollbars in "System Settings" under "Appearance". At minimum there needs to be a seting under "Themes" to override what a particular theme does, so you can force a minimum scrollbar width as well as force a theme to show scrollbar arrows.

Simply saying "choose a theme that has arrows" doesn't really work, since there are lots of themes that would be right if only the scrollbars were usable. It severely limits the number of usable themes when designers are following the Gnome philosophy of "if it's useful and aids usability, get RID of it!".

I concur with your view. Until the programmers act here's a solution.

Recover Scroll Bar Steppers —
in a terminal enter:
gksu pluma /usr/share/themes/Mint-X/gtk-2.0/gtkrc
goto lines 55-70
GtkScrollbar::has-backward-stepper = 1 (change value from 0 to 1)
GtkScrollbar::has-forward-stepper = 1 (change value from 0 to 1)
GtkRange::stepper-size = 11
change four 'troughs' to = 1
