From what I found so far, that part is hardcoded. One need to be a programmer and build their custom version of https://github.com/linuxmint/slick-greeter to change that.

Not sure if this can do what you want it to, but this program was linked from the slick-greeter's github.
https://github.com/linuxmint/lightdm-settings

Quote from page:" A configuration tool for the LightDM display manager. This tool currently lets users configure slick-greeter."

Hope this can help.

Edits to update:
On the page that Billyswong provided, if you scroll down just a bit, there is a paragraph about where and how to configure slick-greeter.

Quote from that paragraph:
The default configuration is stored in dconf under the schema x.dm.slick-greeter.
Distributions should set their own defaults using a glib override.

Users can create and modify /etc/lightdm/slick-greeter.conf, settings in this files take priority and overwrite dconf settings.

None of them tune the UI transparency.

You're right! - I hadn't gone into it that far. I did want to try changing the transparency levels as well and thought I had found something useful to the OP and myself.

...I'll keep digging and if I find anything (after checking it out more fully), I'll repost.

Just to clarify, lightdm-settings is the Login Window app of the Cinnamon system settings. It can either be accessed from the menu > System Settings, or on the command line with sudo lightdm-settings.
