posted here as the flame level is lower.
Had a major screw up on mail and other apps, which didn't show up as another user.
It occurred after wine decided to load something which failed and a system backup ws made from the journel
This occurred as user "richard", so I created a user "Richard" and copied all the major directories over, and zipped up the rest in case I missed something.
Then deleted the user "richard"
Today I moved Richard/ to richard/ and did a recursive chown and chgrp to richard, after creating the user "richard"
All seems OK the mail servers winged a bit, and sorted itself out, but now
on the settings panel I cant gain access to any of the Admin apps , like "users and groups"
This I need, to to add all the user group access.
where does LM17 cinnamon keep the permissions to gain access to these apps, or the simplest way to reset my self back to administrator

no access to admin section of settings panel

AS normal, you post, then find a work around.
My solution was to su to root, then run /usr/lib/cinnamon-settings-users/cinnamon-settings.py manually from the directory, set me back to admin, then sortout the autologin
to the old user , then reboot and log back in as normal.
Most probable get told off by going to su

right clk on the ones which won't open and check the properties to find the actual command. Go then to Terminal, and put sudo in front of the command and it should ask the password. Try the current one and the previous one if the first won't work.
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....

Hi
right clicking either on the meu or on the control panel has no effect, thats why
I ran python3 /usr/lib/cinnamon-settings-users/cinnamon-settings-users.py as root.
That allowed me to run the applets again once the user setting were restored
