Mint does not have touchscreen capabilities - you might use Ubuntu Unity or KDE Plasma

No, it is not possible. The reason is that the tablet has an ARM processor, and Mint only runs on x86/x64 processors. Ubuntu has a version for ARM, as does Debian, and I think Fedora. There are probably other choices as well.
