EDIT: Found it! It is called 'mintinstall'.
I prefer Mint's 'Software Manager', so using 'Software Manager' I removed 'Synaptic'. This also seemed to have remove 'Software Manager', I don't see it in my menu nor can I find it when I do a search.
I reinstalled 'Synaptic' and restarted my computer but that didn't reinstall 'Software Manager'.
I tried to find 'Software Manager' in 'Synaptic' to reinstall it but didn't find it.
I (re)installed 'mint-info-xfce' and restarted my computer, that didn't work.
I could use the 'Xfce Terminal' to reinstall it, but I don't know the name of Mint's 'Software Manager' (SoftwareManager didn't work).
I would like to have Mint's 'Software Manager' back. Please help, thank you.

Try in terminal.
