maximized is underneath toolbar
When I maximize applications they end up underneath my toolbar (see picture)
I can not figure out how to get rid of this.

I really don't know anymore. I "think" it is XCFE.
Looking at the Linux Mint website this comes closest...

Yes, I'm familiar with that problem under Xfce. I had the same when I tried Mint + Xfce and for me that was the reason for jumping back quickly to Mint + Cinnamon. I couldn't find a solution for it, not even on the official Xfce forum...
There's something which comes close to it, but I doubt it this helps you:

And check the settings of your Panel properties under the Display tab.

It never was a problem until this week.
So I must have changed something, but I can't figure out what.

i'm not sure which setting could be causing that, but i suggest you go to Workspaces settings, on the margins tab, and set whatever width your panel is onto the appropriate side, to make windows maximise no further than that,

Go in the settings menu, click on Panel icon, untick the "Don't reserve space on borders" option. So that the panel will reserve that space and not permit windows to maximize beyond that.
Also Right-click on the Panel, hover over the Panel > and choose Panel Preferences from the second thing it opens should bring you to the same option panel.
That seems to to the trick on my xfce Mint 15 (I manually added xfce ppa so my xfce is latest, but I'm pretty sure the option was there even before, btw).

Thanks... I tried this before. But it didn't work. But... today I've tried again, and it now seems to work
