The driver isn't the problem. This is:
Both a soft block and a hard block.... That's pretty formidable.
Is there a physical switch or an Fn key combination with which you can switch Wifi on? If so, do so. That should take care of (at least) the hard block.
Then run this command:
.... to take care of lifting the soft block.

but wifi is working properly in windows..it shouldnt work if it is blocked by some button or hardware..
also i tried "rfkill unblock all" and i got this..

See if the FN combo will enable the wifi as the hardware is supported by the kernel you have and firmware loaded. The dell_rbtn module is supposed to support it

you were right..i enabled wifi using PrtScr key with Fn key..(key with the little radio tawor simbol
