So I am having to hit refresh several times in order to get to a web page. The update manager keeps saying it can't connect to the servers so I can't do an update. I'm currently connected to wifi but I've tried a wired connection as well with the same results.

Note the inconsistency in the connection.
ifconfig reveals no errors, dropped, overruns, etc.
my laptop is running Ubuntu 12.04 and has the same issue. So I'm thinking it a router issue however windows isn't having the issue running on this same computer.
My router is running the latest version of dd-wrt.

With a proper lan cable , try connecting to the broadband modem directly without any router in between.
Check your ip configuration : #ifconfig -a
Check your routing table : #netstat -rn
Compare the results with what expect to see when you're in windows.
