Overclocked cpu, frequency being misread by linux and Conky.

Hi all,
I did quite a bit of searching before posting here to make sure as best as i could that this problem wasn't covered somewhere else.
Here it is.

This is NOT a conky only problem, nor is it related to the governors as far as i can tell. I can throttle cpu at will.

Linux mint Rebecca x64

-cpu is Phenom II x4 960T overclocked to 4.007GHz ( 229 x 17.5 )
-Windows confirms 4Ghz with all the different tools i used to verify.
-indicator-cpufreq is installed and set to max settings.

output from cpufreq-info (am just posting 1 core ) :

this is the line in my Conky config that shows the freq :

any other console commands that i have found online, and tried pretty much all give me the same kind of results. Reading cpu at 3.5GHZ even though bios says 4.0.

Any help and/or insight is greatly appreciated.
