I would like to move window up, so I can not see window title any more, but I can not. Is this possible?
I have mint 17.2 cinnamon.
It is not the "full screen" or "always on top" mode problem. It is Move up beyond visible screen.

What you describe seems to be fullscreen mode. This can only be used, if the program supports this. Browsers, Picture Viewer or Gedit are examples, which do. Usually (but may be different on the one or other program) the fullscreen mode gets toggled with F11.

Now, after you have attached the video to your first post, it seems to be about the "always on top" function. But this has nothing to to with the title bar. It simply does, what it promises: This window will be on top of other windows, even if another window has the focus.

always on top was a mistake, it is the same problem with no "always on"

Perhaps I've got it now:
Press and hold alt-key, click anywhere inside the window (but not on the title bar) and hold the mouse button and move the window up (or wherever you want).
Or: Press alt-f7 and use the cursor keys in the respective direction; press the enter-key, when you have reached the place.
