I just want a nice dark theme for all the borders and widgets of my UI. However, it doesn't matter what theme I select in "Customize look and feel". They all seem to be overridden by "Themes" -> "Controls"
This is confusing. Is it a bug?

Add the ppa at the bottom https://numixproject.org/.
If you search on gtk3 themes you will get a bunch on deviant art.
I like the dark themes as well

You seem to know your dark themes.
What is you favorite?
I tried a lot. But they are not as polished as the light themes, because they all have some elements that I don't consider A-quality.
For example, I like "Vertex Theme" overall, but the black window titles and the uncontrasty difference in active and inactive terminal tabs makes it hard to navigate on a daily basis.

I figured that part out today. "Customize look and feel" sets the GTK 2 theming. E.g. gedit
"Themes" -> "Controls" sets the GTK 3 theming. E.g. nemo
Note: Most (but not all) GTK 3 themes have a GTK 2 fallback. Thus, setting "Themes" -> "Controls" will probably override "Customize look and feel" too, albeit slightly different.
Quality control, if there would be such a thing, would probably remove "Customize look and feel" or rename it to "Themes" -> "GTK 2 Controls"

To start with, I don't see where you get "Customize look and feel" from
But as you say, if stuff is too much mixed up, I'd probably leave all as it is anyway...
