It seems that you forgot to create a symbolic links option from folder with right click.

Hi phil995511,
If using Cinnamon edition:
1) In Nemo File Management Preferences (open your Home folder, Edit menu, Preferences)
2) Once File Management Preferences window is open, choose the Display tab. At the bottom you'll find Context Menus section, enable Show all available actions in context menus...
3) Logout, then back in.
Make Link should now be visible in the context menu.
