Be specific; which file manager? If you are using the default one, at least tell the good folks here which desktop environment / edition you are using (e.g., Cinnamon, KDE, MATE, or Xfce).

I am using Nemo 2.4.5 as default file manager in Cinnamon desktop in Linux Mint 17.1.

I don't know that Nemo supports that. I only know you can set a folder window background with MATE's Caja, but that isn't a unique background per folder (i.e., you set background and it is displayed for all folders).

Right click the picture and choose the appropriate command in the menu. Does not only work with Nemo, but e.g. also with pictures you see in your browser.

That's for setting a desktop wallpaper. I read "folder background" as request to set a unique picture as background for a folder, in the file browser.
