point A : Themes listed as GTK2 (no GTK3) or listed as Gnome Shell will not work in Linux Mint 16.
--> I didn't the web gui configuration and settings as mentioned in the above answer (click on the link provided and read the GTK3 comment, then you see the settings windows, but not available for me appearently => Maybe point A explains it. (?)

Point A explains, that you are late to update your system. LM 16 is obsolete since 3 quarters of a year.
What I do not understand, is the "white default color of the panel". The panel has a dark gray by default and I am rather sure, this was also in LM 16 and before.

I've found another set of dark GTK2/3 themes for you: https://github.com/rbrito/pkg-mediterranean-gtk-themes
It is the maintained version of the old MediterraneanNight series (screenshot). It includes various dark variations and should work with Mint.
