In school we have settled from Windows XP to LM17 with Cinnamon.
However some little kids continue to change the desktop settings (like moving the taskbar / changing the theme) so we have to restore everything.
Is it possible to ask for a superuser password when changing any setting in Cinnamon? :)

No expert has answered your question so I will give it a try.
First thing: I just heard a podcast from the Linux Action Show where someone told about schools using Linux.
They give the students all the rights and just made a simple way to restore the computer to the default.
With great power comes great responsibility, students learn what they can and can't do and they help one another to solve stuff.
You might change the protection of the tools that change stuff, but there are a lot of them and the desktop isn't standard anymore.
Or you might use Puppet or a similar tool to force the computers to restore to your defined default but there may be a learning curve to that.
But perhaps there are people with better solutions.
