I just upgraded mint-mate petra/saucy to quiana/trusty lts. In starting cairo-dock, synaptic, nm-applet, syanpse, and certain other applications. I get an identical error message:
symbol lookup error: /usr/lib/x86_64-linux-gnu/libgdk-3.so.0: undefined symbol: cairo_surface_set_device_scale
Googling produced no useful answers. Any ideas?
I find this answer over and over for arch users:

It doesn't help people who use debian based distros like mint.

You might try uninstalling cairo, and re-installing it.

Solved it myself. I downloaded and installed the source code from http://cairographics.org/download/
