I moved the panel to the left side. Buttons for open aps only use half the panel space. The buttons get smaller (less height) as I add them trying to squeeze into half the panel space instead of spreading out across the panel. The 'system tray' icons occupy the lower half of the panel.
Would I like Cinnamon better if I like a side panel? (Screen real estate is more precious in the vertical than the horizontal.)

If not done already, go over to http://community.linuxmint.com/idea/view/2748 and vote for vertical panels in Cinnamon (similar to XFCE 4.10 hopefully). Maybe it will happen... just need some momentum!

Vertical panel worked nearly perfectly in Mint 16. There were a few cosmetic issues that are all covered here:
